The Ministry of Equality that directs Irene Montero has allocated just over 70,000 euros to hiring a translation service that includes, among other languages, Romanian or Bulgarian. This is stated in the file consulted by OKDIARIO, where the social-communist government justifies this expense by the “international activity” of the Secretary of State for Equality and against Gender Violence, directed by the deputy podemita Noelia Vera, number two of Irene Montero in the Ministry.
As stated in the file, the object of the contract consists of the translation service from the English, French, German, Arabic, Bulgarian, Mandarin Chinese, Portuguese, Romanian, Russian, Italian, Catalan, Basque, Galician and Valencian languages in modality “both direct and reverse translation of reports, documents or publications that may be necessary” for the exercise of the functions attributed to the department of Noelia Vera.
Thus, Equality claims that this Secretary of State «must have the possibility of accessing any information that is published through any legal means and that has relevance in the exercise of their activities ». He calls this “direct translation.” While he is also putting out to tender the contract for what he calls “reverse translation”, which he explains in this way: Noelia Vera’s department “publishes certain reports, documents and advertising actions with respect to which it has the need to facilitate access to its possible recipients in their respective languages. “
Along with this, Igualdad alleges that “the own resources that this body has in the development of the services to be contracted are insufficient to carry out the execution of the indicated service, since it would oblige neglect other important projects for the development of the functions of the Secretary of State for Equality and against Gender Violence ”. “This insufficiency of own means makes it necessary to tender the provision of the service,” remarks the Executive.
This translation service has been planned for an execution period of 12 months, counting from September 1, 2021. Thus, the bid amount amounts to 71.486,28 euros (taxes included), which are distributed at 23,828.76 euros for the remainder of 2021 and 47,657.52 for 2022.
More than co-official languages
As stated in the technical specifications of the contract, the approximate amounts of words to be translated amount to a total of 736.972, including here 40,100 units from Spanish to Bulgarian and vice versa and 19.100 from Spanish to Romanian and vice versa. Translations into English and French account for more than half of the total number of words expected.
In the «indicative» breakdown of translations by language handled by Equality, it is also striking that the volume of words contemplated for Bulgarian or Romanian is higher than that attributed to co-official languages from this country, such as Catalan, Basque, Galician and Valencian, which appear in the last positions of the list.
