Ukraine Limits Telegram Use Due to National Security Concerns

On September 20, government agencies, military personnel, and critical infrastructure in Ukraine will face restrictions on the use of the Telegram social media app, as announced by officials citing national security concerns.

This decision from the National Security and Defense Council of Ukraine follows alarming suspicions that Russian forces might have accessed personal data from Ukrainian accounts on Telegram, which includes deleted messages and private conversations of high-ranking officials.

Earlier in the week, the National Coordination Center for Cybersecurity briefed Ukrainian officials on these pressing security issues.

As a result of the briefing, the National Security and Defense Council noted in a statement posted on Facebook that the use of Telegram for official correspondence on official devices should be limited.

While this recommendation is advisory for the Government, it specifically exempts the official Telegram channels of public authorities from these restrictions.

In a related context, French authorities recently arrested Telegram’s founder and CEO, Pavel Durov, for failing to adequately moderate the social media platform. Durov was officially indicted at the end of August.

Law enforcement is pushing to hold him accountable for criminal activities facilitated through the platform, which has gained immense popularity, boasting over 900 million users in both Ukraine and Russia.

Kyrylo Budanov, acknowledging the delicate balance between freedom of speech and national security, commented, “I have always advocated freedom of speech, but the issue of Telegram is not a matter of freedom of speech; it is a matter of national security.” Budanov has been vocal about his stance against the app, labeling it a potential threat to Ukraine’s security.
