The mandate aims to improve care for sicker residents and address neglect issues that peaked during the pandemic. Industry lobbyists argue the rule is unworkable due to worker shortages. The government estimates the cost at $4.4 billion annually by the third year, while the industry projects closer to $7 billion. Advocates suggest higher wages to attract workers. Rural facilities may struggle to meet requirements and some may close.
