Federal Judges Invalidate Louisiana Congressional Map, Adding Second Black-Majority District

A federal three-judge panel has rejected Louisiana’s new congressional map, which aimed to create a second majority Black district. This decision leaves the state without a finalized congressional map just months before the November elections. The 5th Circuit panel ruled 2-1 that the redistricting map, known as SB8, violated the Equal Protection Clause of the 14th Amendment as a racial gerrymander. Louisiana’s legislature approved this map, but it has now been thrown out. This decision has raised concerns about the impact on representation for Black voters in the state.
