Laotian immigrant battling cancer wins $1.3 billion Powerball jackpot

One of the winners of a $1.3 billion Powerball jackpot is an immigrant from Laos named Cheng “Charlie” Saephan, who has had cancer for eight years. Saephan, along with his wife and a friend, will split the prize evenly. They are taking a lump sum payment of $422 million after taxes. Saephan, a machinist who prayed to win, was born in Laos and moved to the U.S. in 1994. The winning ticket was sold in a Plaid Pantry convenience store in Portland. The $1.3 billion prize is the fourth largest Powerball jackpot in history.
