All four countries were a priority for the UK in a list of potential locations.

The Ministry of Foreign Affairs would have proposed including Paraguay, Peru, Brazil and Ecuador, however, their governments would have less interest in signing.

According to the publication, there is a reserve list made up of Cape Verde, Senegal, Tanzania and Sierra Leone that would be contacted if talks do not progress with other destinations.

There are other countries such as Morocco and Tunisia that explicitly refused to participate in the program.

Rwanda and the United Kingdom started the plan in April 2020 during Boris Johnson’s mandate to receive migrants crossing the English Channel.

There was criticism because it was raised because there was a risk that the applicants would be deported to their country of origin. (I)
