US judges deny new Louisiana voting map with second majority-Black district

A new congressional map in Louisiana creating a second majority-Black House district was rejected by a panel of federal judges, causing uncertainty for fall elections. The ruling blocked a map from 2022, which maintained one Black-majority district. State officials plan to seek supreme court review. The ruling was criticized for not considering political motivations. The decision impacts the November election map, particularly for Representative Garret Graves and state senator Cleo Fields. Representative Troy Carter called the ruling wrong. The panel criticized the new Black district, leading to a scheduled status conference on 6 May.
