Cheng “Charlie” Saephan, a 46-year-old immigrant from Laos living in Portland, was one of the winners of a $1.3 billion Powerball jackpot. He has had cancer for eight years and just underwent chemotherapy. Saephan, along with his wife and a friend, decided to split the prize evenly and will receive $422 million after taxes in a lump sum payment. Saephan, a member of the Iu Mien ethnic group, prayed for the win as a way to provide for his family and his health. The jackpot, the fourth largest in Powerball history, was sold at a Plaid Pantry convenience store in Portland.
